Turkmenistan’s Law Regulating Provision of E-Government Services Enters Into Force
The law obliges government agencies to take steps to improve the provision of electronic services to the population.

The new Law of Turkmenistan on Electronic Government entered into force on July 27 with its publication in the official Turkmen press.

In accordance with the new law, e-government is a system of organizational and legal measures and technical means aimed at ensuring the activities of state bodies to provide electronic public services through information and communication technologies and systems of interagency electronic-information exchange.

The law obliges government agencies to take steps to improve the provision of electronic services to the population.

One Window system will be a key component of the e-government, which will allow government agencies stop requesting additional documents from the population to provide them with services. The government entities will be obliged to independently obtain the necessary documents from other state agencies through a system of interdepartmental information exchange without the participation of the applicant.

Under the new law, a request for the provision of an electronic public service sent in the form of an electronic document is equated to a request sent in paper form. The response to the applicant for the requested electronic public service is equated to a response sent in paper form, and as a rule, must be in the form of an electronic document and sent within the time limits established by the regulations of the electronic public service.

State regulation in the field of e-government is carried out by the Cabinet of Ministers of Turkmenistan, the authorized body in this area, determined by the Cabinet of Ministers of Turkmenistan, as well as other state bodies within their competence.
