Reporting Lines
The position is located in Ashgabat, Turkmenistan and is assigned to Decent Work Technical Team and Country Office for Eastern Europe and Central Asia. The position reports to the Project Manager. Director of DWT is the Responsible Chief of the position.
The incumbent will benefit from technical oversight and support from the FUNDAMENTALS Branch in ILO Headquarters and technical specialists in the Decent Work Team for Eastern Europe and Central Asia, as well as other relevant technical departments based at Headquarters.
Description of Duties
- Design and implement advocacy and communication strategies, including development of content, social media outreach, multimedia materials, and engagement tools targeting diverse audiences.
- Coordinate awareness-raising activities, such as workshops, seminars, conferences, and public events to promote project objectives and key messages.
- Develop advocacy campaigns, providing strategic advice, drafting campaign materials, and evaluating their reach and impact.
- Produce high-quality communication products, including press releases, web stories, infographics, reports, and content for online and offline platforms.
- Build and maintain partnerships with internal and external stakeholders, including UN agencies, government, civil society, and media for coordinated communication and advocacy efforts.
- Contribute to strategic content creation for radio, social media and community media platforms, ensuring alignment with communication objectives.
- Support monitoring and evaluation (M&E) processes, including the assessment of communication activities, development of frameworks, indicators, and feedback-informed improvement of content strategies.
- Contribute to project planning, budgeting and reporting, including participation in the revision of annual work plans, preparation of budget proposals, analysis of resource use, and coordination of progress and donor reports.
- Compile and manage project data, ensure quality and confidentiality, support knowledge management (documentation of lessons learned and good practices), and contribute to periodic reporting and information products.
- Oversee the work of local consultants hired in the context of project.
- Perform other tasks as assigned by the Project Manager.
Required qualifications
Education
First-level university degree in economics, development studies, social sciences or related field.
Experience
At least two years of relevant experience in the development cooperation activities, including advocacy, communications and experience in monitoring and evaluation, preferably in the fields of human rights, labour or employment.
Languages
Excellent command of English and Turkmen. Proficiency in Russian would be an advantage.

- Good knowledge of RBM principles and the programming cycle (planning, monitoring, reporting and evaluation).

- Strong analytical skills and ability to justify requirements and approaches to problem resolution, and good drafting skills.

- Good knowledge of social media, multimedia communication channels, PC software (including word processor, spreadsheet and presentation software) such as Microsoft Office.
- Ability to interpret and work within applicable rules, regulations, policies and procedures.

- Ability to manage competing priorities.
- Ability to deal with people with tact and diplomacy.
- Ability to adapt quickly to new software and systems.
