Duties
The Emerging Voices (EV) Specialist is the leading locally employed (LE) staff advisor for the Mission’s Public Diplomacy (PD) engagement with the EV audience sector: primarily youth, minorities, and others who are able to influence Turkmen attitudes toward the United States using new, often digital, communication networks rather than prominent protocol positions or established institutions. Plans, develops, coordinates, oversees, and evaluates the impact of all PD activities, projects, and initiatives to engage EV audience sectors. Tracks trends in emerging networks through direct engagement, research, polling, and statistical analysis and analytics. Designs and recommends PD strategies to connect with EV audience sectors to promote an understanding of and support for U.S. policy and dispel inaccurate perceptions. Works under the direct supervision of the Public Diplomacy Officer for Public Engagement (PDO[PE]) or Public Affairs Officer (PAO) designee. Exercises full supervisory responsibility for one (1) LE staff, the English Language Coordinator.
Requirements:
EXPERIENCE:
- For Grade LE 09 (training grade) is: Three (3) years of experience is required, with communications, public engagement management, or education duties as components of the work. Prior experience in an international, academic, or governmental work environment is required. At least six (6) months of supervisory experience is required.
- For Grade LE 10 is: Four (4) years of experience is required, with communications, public engagement management, or education duties as components of the work. Prior experience in an international, academic, or governmental work environment is required. At least one (1) year of supervisory experience is required.
- Note: Depending on prior professional work experience, the chosen candidate may be offered the position at a Training Grade FSN-9 for one year prior to promotion to Grade FSN-10.
Education Requirements:
EDUCATION: A university degree in Communications, International Affairs, American or Intercultural Studies, Marketing, or related major is required.
LANGUAGE:
- Level 4 (Fluent) Speaking/Reading/Writing English is required.
- Level 4 (Fluent) Speaking/Reading/Writing Turkmen is required.
- Level 4 (Fluent) Speaking/Reading/Writing Russian is required.
- Language proficiency and skills and abilities may be tested. Candidates may present Language scores from a certifying language body in lieu of language testing (TOEIC, TOEFL, IBT, FSI, CAMLA, CEFR, MET, BERTLITZ).
