IOM seeks International Consultant for Capacity Building Workshops on Countering Trafficking in Turkmenistan

The Mission of the International Organization for Migration (IOM) in Turkmenistan is pleased to announce the following vacancy for the International Consultant:

International Consultant- "to conduct capacity building workshops on survivor-centred, gender- and age-sensitive approaches to countering trafficking in persons for relevant government officials and civil society organizations" 

Duty Station of the Consultancy: Ashgabat, Turkmenistan

Duration of Consultancy: 5 months, March – July 2024

Scope of work:

Project “Strengthening the Legal Framework on Trafficking in Persons in Turkmenistan to better address the needs of Youth and Women, through a survivor-centred approach”.

Workshop 1 - National Referral Mechanism and joint stakeholder response: Modelling a comprehensive multiagency survivor-centered gender- and age-sensitive response in support of implementation of new National Action Plan on Countering Trafficking in Persons.

  • The programme of the workshops should cover, but not limited to the following topics: best international practices on victim/witness identification, protection, prosecution of traffickers, referral, survivor-centered gender- and age-sensitive case management, social services, gender-sensitive standards of rehabilitation of victims of human trafficking and application of such practices in the context of implementation of the new National Action Plan on Countering Trafficking in Persons.

Workshop 2 – Effective practices of case management and provision of survivor-centered gender- and age-sensitive social services to victims of human trafficking.

  • The programme of the workshops should cover, but not limited to the following topics: victim basic and comprehensive needs assessment, service referrals, safety planning, reintegration assistance and case management with a focus on survivor-centered, gender-sensitive, and age-sensitive approaches.
  • Develop a programme of workshops guided by the above topics, training materials, PowerPoint presentations.
  • Develop the pre- & post-evaluation forms, tests, survey with the partners/stakeholders after each workshop, ice-breaking and brainstorming activities in groups, modelling the situation, Q&A sessions and other activities using interactive methods.
  • Deliver two one-day in-person workshops for a total of 16-20 representatives of relevant national stakeholders and CSO partners in March/April and May/June 2024 in Ashgabat (dates to be confirmed).

II) Project “Protection of Vulnerable Migrants with Special Emphasis on Empowering Women in the Context of Migration in Central Asia”.

  • Training on systematic gender integration and gender-sensitive approaches to migration management
  • The programme of the training should cover, but not limited to the following topics: gender in the context of migration, understanding of gender-responsive approach to migration policies to address discrimination resulting from gendered norms, social protection and services, gender-based violence, elements of a gender-responsive policy, formulating and implementing gender-responsive policies and their integration into national strategies and plans on migration, developing, implementing and monitoring gender-responsive policies.
  • Develop a programme of training guided by the above topics, training materials, PowerPoint presentations.
  • Develop the pre- & post-evaluation forms, survey with the partners/stakeholders after the training, training tests and ice-breaking and brainstorming activities in groups, modelling the situation, Q&A sessions and other activities using interactive methods.
  • Conduct two-day in-person training for a total of 20-25 representatives of relevant national stakeholders and CSOs partners in March/April 2024 in Ashgabat (dates to be confirmed).

Education, Experience and/or skills required:

Education: Postgraduate academic degree, preferably in Social Sciences, Migration Studies, International Development, International Relations, or similar sciences.

Experience

  • At least five years of relevant work experience in the areas of human counter-trafficking as well identification, protection, prevention, referral, and rehabilitation of survivors of trafficking, with an emphasis on women and youth.
  • Proven experience of developing and moderating trainings and/or workshops on combatting human trafficking in the last five years, including experience in adult learning techniques.
  • Sound understanding of international and regional policy processes on migration, CTIP, gender, and sustainable development (e.g., Sustainable Development Goals, SRF, etc.).
  • Good understanding and knowledge of IOM’s partnerships on migration, women, and youth empowerment.
  • Experience working with the governmental organizations and CSOs (including youth-led and women-led organizations).
  • Experience in working with international organisations/agencies is desirable.
  • Advanced knowledge of migration and cross cutting issues.

  • Ability to clearly communicate, express ideas and knowledge and engage audience in a discussion.
  • Skills and knowledge in data security and data protection principles.
  • Ability to deliver according to a specified timeline while maintaining the quality of the output.
  • Ability to work effectively and harmoniously in a team of colleagues of varied cultural and professional backgrounds.
  • Demonstrated proficiency with Microsoft Office applications, including Word, Excel, and PowerPoint is required.

Languages:

  • Good working knowledge of English.
  • Advanced knowledge of Russian is desirable.
