The purpose of the job:
Under the general guidance of the supervisor (Deputy Representative), the incumbent is responsible for leading UNICEF's work to strengthen national capacities for monitoring the situation of children and implementation of the CRC primarily through data generation, situation analysis, evaluation and improved evidence and policy interface. This includes:
- Strengthening national data systems for child rights monitoring, working with National Statistical Offices as well as other members of the national statistical system to improve the availability, disaggregation and recency of national data and evidence from all possible sources, with a potential for inter-operability and real-time monitoring systems;
- Influencing the national child rights monitoring system, agenda, policies and programming to position outcomes for children using data, analysis, evaluation results and other forms of evidence in line with CRC recommendations, Sustainable Development Goals (SDGs), EU targets and other frameworks, including supporting national capacities in CRC reporting and monitoring;
- Managing UNICEF's evaluation portfolio and enhancing national evaluation capacities, coordinating and leading UNICEF's evaluation and overall evidence agenda. This encompasses direct programme work with national stakeholders and linkages and support to all teams in the programme;
- Managing and coordinating UNICEF's evidence planning, facilitating the discussion on prioritising UNICEF-supported data and evidence generation, reinforcing quality assurance, seeking and coordinating strong linkages between evidence-generation activities, wherever appropriate and feasible and ensuring evidence uptake.
- UNICEF programme management in child rights monitoring, engaging in programme design, establishing partnerships, and monitoring the performance of activities under the purview of the post, including the optimum use of resources.
Recruitment Qualifications
The following minimum requirements:
Education: An advanced university degree in one of the following fields is required: public policy, statistics, or another relevant social science field.
Work Experience:
- A minimum of five years of professional experience in social development planning and implementation and relevant experience in data ecosystems, evaluation or similar is required.
- At least one (1) year of working with data and analytics is required, with a good understanding of data sources, data/statistical analysis, data quality assurance mechanisms and ethical considerations in data/research.
- Experience with managing evaluations and related processes and governance mechanisms is highly desirable.
- Familiarity with child rights and normative frameworks regarding child rights is desirable.
- Background and/or familiarity with emergencies is considered an added advantage.
Skills: Technical knowledge/expertise in demography, sociology, statistics, and data management, as well as evaluation management processes and international norms and standards is desirable.
Language Requirements: Fluency in English is required. Knowledge of either Turkmen or Russian language is required.
