Position Title: Short-term Evaluation Consultant

Closing date: June 21, 2024, 18:00 local time

Expected period of implementation: July 2024 - September 2024

Place of implementation: In person, Ashgabat

Specific objectives of this assignment include:

  • Assess whether the Program has attributed/contributed to increasing inclusive youth employment and entrepreneurship in Turkmenistan.
  • Work with the project team to provide an objective overall assessment of the project achievements against target outputs, outcomes, and impact.
  • Analyze the quality of the design, planning and timeliness of activities, i.e. implementation and quality assurance and how these have contributed to the achievement of results.
  • Assess internal and external factors that have positively or negatively influenced the achievement of the project results.
  • Gather any lessons learned, best practices and compile recommendations that could be used during the activity’s implementation.

Responsibilities:

Local Evaluation Specialist will be responsible for:

  • Assisting in conducting in-person interviews with the following stakeholders: YDA staff, USAID staff, international/donor organizations partnering with YDA, local CSOs, private companies, and YDA beneficiaries (Youth) in coordination with the Program MEL Specialist and the Team Leader.
  • Organizing focus group discussions with respondent categories: YDA staff, USAID staff, international/donor organizations partnering with YDA, local CSOs, private companies, and YDA beneficiaries (Youth)
  • Collecting, analyzing, and interpreting findings, and assisting in drafting the evaluation report under the direction of the Team Leader.
  • Translating and adapting relevant documentation to facilitate clear communication with all stakeholders and beneficiaries.

Required skills:

  • University Degree in Statistics, Demography, Business Administration, or related social science fields.
  • At least 3 years of relevant professional experience in operational, economic, social, and technical aspects of project preparation, appraisal, management, administration.
  • Communication skills among others, such as the ability to make contact with people and speak clearly.
  • Structured, task-oriented ability to grasp things quickly and implement tasks in a friendly manner.
  • Willingness to learn, flexible to changing schedules and mobility.
  • Experience in monitoring and evaluations will be an asset.
  • Written and spoken Turkmen, Russian and English.
