Objective of Assignment:
The international expert will facilitate the seminar (due to be held on 26-27 March 2024) in a VTC format on 27 March 2024 (the 2nd part of the seminar, covering the “Capital market” issues). The participants will join the seminar from the premises of the CiAsh and/or premises of their institutions.

Tasks and Responsibilities:
Under the overall supervision of the «EED Officer», the successful candidate will be tasked with the following duties:
Develop the documents (agenda, power point presentations, case studies, etc.) for the Seminar. The material should contain relevant practical samples and lessons learnt from across the OSCE region. The topics should cover (but not be limited to):
- Capital market infrastructure - trading, payment, accounting and information institutions
- Securities market and corporate governance in joint stock companies
- Capital market and financial engineering
- Green finance instrument - green bonds
Facilitate the Seminar – in Russian - on 27 March 2024 including delivering the presentations and addressing feedbacks and questions from participants.
Prepare a final report in English (min. 3 pages – in English) including the main issues discussed, main challenges, conclusions of the seminar and the list of recommendations for effective next steps to be undertaken by the Ashgabat Stock Exchange and other main players towards further development of the capital market, with a particular focus on the introduction of new financial instruments.
Deliverables:
- Training material prepared in coordination with the CiA and shared prior to the event
- The Course conducted as scheduled. All questions and comments from the participants addressed duly
- The Final report prepared by the expert and accepted by the CiAsh
Necessary Qualifications:
- University degree in the fields of Economics, Trade, Laws, International Relations or other relevant areas
- Minimum 6 years of professional/working experience in the field of financial markets
- Knowledge of relevant international standards and best practices
- Professional fluency in the Russian, fluency in English will be an asset
- Digital literacy and proficient use of Microsoft Office (Outlook, Word, Excel and PowerPoint), internet
- Ability and willingness to work as a member of team, with people of different cultural, and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity;
Remuneration Package:
Remuneration will be based on the selected consultant's/expert's qualifications, experience, the tasks and deliverables for this position and in accordance with the OSCE established rates.
