The QED Group, LLC implements an English Language Capacity Development Program (ELCD) in Turkmenistan, which is funded by the U.S. Embassy, Ashgabat. ELCD includes a series of English language courses, trainings for English teachers, and updating the existing curricula. QED Group plans to enhance its program by incorporating disability inclusion and will hire an Inclusive Education Consultant to guide and support this initiative, as outlined in the Scope of Work below.

Key Responsibilities:

Assessment and Analysis:

  • Conduct comprehensive assessments of ELCD’s current educational programs, including curricula, educational materials, teachers’ competencies, and classroom environment.
  • Based on the assessment, identify key barriers to disability inclusion.

Strategy Development:

  • Develop and propose a strategy and/or an action plan to incorporate disability inclusion into ELCD courses.
  • To the extent possible, ensure the strategy and action plan aligns with national and international inclusive education standards.

Training and Capacity Building:

  • Design and deliver training programs for ELCD teachers on inclusive education practices that focus on disability inclusion.
  • Provide ongoing support and mentorship to ELCD teachers implementing disability inclusion strategies in their classrooms in Ashgabat and the welayats.

Resource Development:

  • Update existing ELCD educational materials and resources, so that they support inclusive learning environments.
  • Advise on the procurement of assistive technologies and tools to aid disability-focused inclusive education if needed.

Collaboration with International Expert

  • Support the international expert on disability inclusion in designing and conducting training sessions for local teachers.
  • Work with the international expert to adapt their materials to Turkmenistan’s requirements and conditions.

Monitoring and Evaluation:

  • Jointly with QED Group’s monitoring specialist, establish metrics and evaluation tools to monitor the effectiveness of disability-focused inclusive education initiatives.
  • Provide regular reports and recommendations for continuous improvement.

Collaboration and Networking:

  • Build partnerships with local and international organizations to support inclusive education initiatives focusing on disability inclusion.
  • Facilitate knowledge exchange and best practice sharing among educators and institutions.

Qualifications:

  • Higher education degree in human sciences, preferably education, pedagogy, psychology, sociology, or a related field. Advanced degree will be an asset.
  • Additional coursework or certification in inclusive education practices is highly desirable.

Experience:

  • Minimum of 3 years of experience in developing or implementing inclusive education programs focusing on disability inclusion.
  • Proven track record of working with students with special needs.

Skills:

  • Proficiency in Turkmen and/or Russian is essential. Knowledge of English can be an advantage.
  • Excellent communication skills, both written and verbal to facilitate training efforts.
  • Ability to work effectively with local educators and administrators.
  • Ability to mentor and support educators in adopting inclusive practices.
  • Familiarity with assistive technologies and tools that support disability education.
  • Competence in data analysis and reporting to evaluate program effectiveness.
