General Minimum Requirements
The general minimum requirements for working with the OSCE are:
- Excellent physical condition
- Possession of a valid automobile driving license and ability to drive using manual transmission
- Ability to cope with physical hardship and willingness to work extra hours and in an environment with limited infrastructure
Field of Expertise Requirements
The general minimum requirements for working in this field of expertise are:
- Diplomatic experience or experience working in political affairs with international organizations or governments;
- Experience in preparing analytical reports;
- Excellent communication and drafting skills;
- Knowledge of regional political history and developments;
- Diplomatic and negotiating skills;
- Some knowledge of the OSCE principles and commitments.
Level of Professional Competence Requirements
Furthermore, this level of responsibility requires the following:
Education:
- A Second-level university degree in international studies, public policy, political science, law or related fields; A first-level university degree in combination with two years of additional qualifying experience may be accepted in lieu of the second-level university degree;
- Certified training course in relevant field;
- A second-level degree in a management discipline is an asset.
Experience:
- Minimum 10 years relevant, diversified and progressively responsible professional experience including at least 5 years at the management level relevant to the actual position.
Mission Specific Requirements
Additionally, this particular post has specific requirements:
Mandatory:
- International mission members in the OSCE are internationally recruited. For the purposes of OSCE Missions (Field Operations) this means that they are hired to work in a duty station outside of their home country or country of permanent residence. As a result, nationals and permanent residents of the duty station are not eligible for international mission member positions. In the case of individuals with multiple nationalities, candidates are still ineligible for consideration even if using another citizenship for application while simultaneously maintaining the citizenship or permanent residence status of the country where the duty station is located;
- Strong management skills, particularly in personnel, logistics, administrative and financial matters;
- Experience in dealing with press and media;
- Flexibility and ability to work under pressure and within limited timeframes as well as the ability to solve problems effectively and efficiently;
- Good inter-personal skills with the ability to work objectively and impartially in a complex political and cultural environment;
- Professional fluency in English and working knowledge of Russian language, both oral and written, and the ability to communicate clearly and concisely; working knowledge of the Turkmen language is an asset;
- Demonstrated ability and willingness to work as a member of a team, with people of different cultural and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity;
- Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities;
- Ability to operate windows applications, including word processing and email.
Desirable:
- Previous international work experience and/or experience in field missions;
- Experience in results-based programme development and management.
Tasks and Responsibilities:
Under the overall supervision of the Head of Centre, the successful candidate will be tasked with the following duties:
- Assisting the HoC in strategic direction and management of the Centre programme activities in accordance with the Centre's mandate;
- Advising the HoC on daily administrative, management, policy, and programmatic matters;
- In co-ordination with the Chief of Fund Administration, overseeing the preparation of annual planning and budgeting documents such as Programme Outline and Unified Budget submission;
- Co-ordinating the preparation of various Centre reports; providing inputs into documents; editing and consolidating reports for submission;
- Assisting in the co-ordination of the Mission activities with the Government, international organizations, OSCE Institutions and the civil society;
- Monitoring programme implementation utilizing relevant programme management tools (activity planning, projects, budget issues);
- Acting as Alternate Programme Manager for three thematic dimensions;
- Replacing the HoC in his/her absence;
- Performing other duties as required.
