Duties and Responsibilities

Review the existing stock management system, previous UNDP assessments, and the existing e-tools and systems for management of stocks of medicines and reagents; learn and assess the MoHMI plans for overall e-health system and provide recommendations for introducing stock management in the NCD and Lab projects:

Assess the current practice of registry of NCD patients and provide recommendations for a single e-registry with linkage to the NCD medicines and lab tests.

Support with implementation of LMIS software and corresponding hardware in terms of procurement, system setup, configuration, testing, phased deployment of LMIS for the patient registry and stock management of medicines and diagnostics in the NCD and Lab projects:

  • Handing over the system/s to the MoHMI.
  • Regular assessment on the implementing partner’s capacity in relation to digitalization of health system and ensure that capacity development strategy is embedded within the framework of the project implementation.
  • Support the design, implementation, and monitoring of digital upskilling programme for health care professionals engaged in NCD and Lab projects
  • Develop lessons learnt from designated activities and share knowledge and best practices with the national counterparts and the UNDP team on digital solutions.
  • Represent the LMIS team at various technical meetings with other cooperating agencies, collaborating partners, senior government officials and/or donor agencies.
  • Support partnerships to ensure harmonization of the UNDP interventions and MoHMI interventions.
  • Support the promotion of cross-project, and cross-unit knowledge sharing.
  • Effective support to Health programme specialist in identifying new health portfolio opportunities for further cooperation with MoHMI in the area of health system digitalization.
  • Preparation of inputs for project reporting, including donor reporting and risk management.

Required Skills and Experience

Education:

  • Advanced university degree (Master's degree or equivalent) in Information systems, information technologies or information management, computer science, engineering, or related fields, is required.
  • A first-level university degree (Bachelor’s degree) in a related field with an additional two years of qualifying experience will be given due consideration in lieu of Master's degree.

Experience:

  • Up to 2 years (with Master’s degree) or minimum 2 years (with Bachelor’s degree) of relevant professional experience in information systems management and needs assessment.

Required Skills:

  • Demonstrated experience in areas of information systems management, needs assessments, capacity development and project implementation.
  • Proven track record in leading or playing instrumental role in effectively delivering impactful elements of projects in digital environment.

Desired Skills:

  • Demonstrated experience in implementing complex information systems management programmes/projects in collaboration with partners, including government officials, development actors, NGOs, academia, and private sector.
  • Implementing a digitalization project in health care will be asset.

Languages:

  • Working knowledge of English.
  • Fluency in Turkmen and Russian (written and spoken).

Institutional Arrangement

  • Digitalization Analyst will work under the direct supervision of NCD and Lab Project Managers, and overall supervision of Health Programme Specialist.
