GIZ Service Office Turkmenistan searches for Advisor in Resources Efficiency

Position: Advisor in Resources Efficiency for the Climate-resilient Water Resources Management in Central Asia (full-time)

GIZ Service Office Turkmenistan would like to announce a new vacant position in the capacity of Advisor in Resources Efficiency for the GIZ Regional Programme “Climate-resilient Water Resources Management in Central Asia” (full-time employment).

Duty station: Ashgabat, Turkmenistan.

Duration of the Programme: until 02/2027.

Main tasks:

  • Monitoring of all relevant political and technical developments in the sphere of resource efficiency, water management and climate resilience in Turkmenistan.
  • Comprehensive advising of the Project Manager and international project partners in their activities with governmental (especially State Committee for Water Management and its basin organisations, Ministry of Agriculture and Environment, Ministry of Energy) and non-governmental institutions in Turkmenistan concerning climate-resilient water management and eco-system based approaches in the framework of the planned basin dialogue along the Amu Darya River.
  • Responsibility for the development of climate- and gender sensitive water management training materials and liaison with academia in Turkmenistan as contribution to the work of a regional working group of Central Asian, German and Swiss universities.
  • Responsibility to coordinate with the German and Swiss universities on all capacity development related questions in Turkmenistan.
  • Responsibility for the conceptualization and organisation of training events for the national basin organisations and relevant local government units on climate- and gender sensitive water management.
  • Coordination focal point for the national advisors in the other four Central Asian countries concerning the national and regional input to the above-mentioned training material.
  • Supporting the Project Manager in his/her cooperation, regular contact and dialogue with all relevant national and international stakeholders, including local communities, relevant organisations and agencies, as well as individuals in the project environment.
  • Communicating and cooperating with other projects, of the GIZ as well as of other development partners, to collect information, improve and maintain good working relationships and support the creation of synergies in the project’s and organisation’s work.
  • Responsibility in preparing grant agreements with international project partners by agreeing ToRs with relevant Turkmen partner institutions and supporting the implementation of these activities in Turkmenistan by advising the Project Manager and the international partners.
  • Participating in planning exercises with the GIZ Green Central Asia Team and support to the implementation of the Regional Joint Action Plan as approved by the five Central Asian partner countries.
  • Communicating local and national interests and efforts, forwarding these and encouraging of sharing ideas and information for the benefit of the project and organisation.

Other duties/additional tasks

Advisor performs other duties and tasks at the request of the management.

Required qualifications, competences and experience:

  • University degree in related fields such as natural science, natural resources management, environment studies, etc.;
  • More than 6 years of professional experience in a comparable position;
  • Very good knowledge of governmental structures in Turkmenistan as well as of the water-energy-environment nexus in the country;
  • Strong interpersonal skills and the ability to work effectively with a wide range of constituencies in a diverse community;
  • Strong managerial and organizational competence;
  • Political tact, patience, politeness, and tolerance to stress;
  • Excellent knowledge of English, Russian and Turkmen orally and in written form;
  • Very good knowledge of the German language in oral and written form;
  • Good working knowledge of ITC technologies (related software, phone, email, internet) and computer applications (e.g., MS Office);
  • Knowledge of GIZ rules and regulations is considered an asset;
  • Willingness to upskill as required by the tasks to be performed – corresponding measures are agreed with the Project Manager.
