Asian Development Bank (ADB) requires National Procurement Specialist

The Asian Development Bank (ADB) has been a long-standing development partner of Turkmenistan. ADB is committed to supporting the country’s vision of transforming into a more sustainable, resilient, and competitive economy while enhancing regional connectivity.

In September 2025 ADB approved its first health sector investment in Turkmenistan - Improving Nursing Quality and Capacity Project (INQCP). The project will support the modernization of nursing education in Turkmenistan through the design, construction, and equipping of a new climate-resilient Ashgabat Nursing School, improvements to nursing education and training, and strengthening of the role of nurses and midwives in health service delivery.

The Ministry of Health and Medical Industry (MOHMI) is the Executing agency, and the Project Implementation Unit (PIU) under MOHMI will be responsible for day-to-day project implementation, including procurement planning, preparation of procurement documents, bid evaluation, contract administration, reporting, and coordination with ADB and relevant government agencies.

The National Procurement Specialist will provide continuous local support to the PIU, including procurement coordination, document preparation, translation and interpretation support where required, procurement tracking, local market coordination, filing and record keeping, support to bid evaluation committees, and follow-up on procurement actions.

The specialist will work closely with the International Procurement Specialist to ensure that procurement activities are technically sound, properly documented, and aligned with ADB requirements.

Qualifications:

The consultant should have:

  • A university degree in procurement, engineering, construction management, economics, finance, business administration, public administration, or another relevant field.
  • A master’s degree or professional certification in procurement, project management, contract management, supply chain management, engineering, or public administration would be an advantage but should not be mandatory.
  • Preferably at least 7 years of relevant professional experience in procurement, contract
  • administration, project administration, public administration, construction-related administration, or donor-funded project implementation.
  • At least 3 years of experience supporting procurement or contract administration for public sector projects, infrastructure projects, health or education projects, construction projects, or donor-financed activities.
  • The consultant should have demonstrated knowledge or experience in several of the following areas: (i) public procurement procedures in Turkmenistan; (ii) procurement or contract administration for civil works, goods, equipment, consulting services, or non-consulting services.
